of the financial and other impacts of the Bill?
What are your views on the balance between the information
contained on the face of the Bill and what is left to subordinate
legislation? Are the powers for Welsh Ministers to make subordinate
legislation appropriate?

competence of the Senedd including compatibility with the European
Convention on Human Rights?

legislation, or to the constitutional or other implications of the

You do not provide for gender equality. The
bill has "All candidates on a political party’s list would be
required to state either whether they are, or are not, a
woman."
This means any man can state he is a woman,
and you will end up with lists full of men with no women at all,
and 50-100% men stating that they are women.
You need to ensure that only women can count
as women for this to do what is intended and increase women's
participation.
You cannot have a mechanism for anyone to
claim they are a woman when they aren't one. That will only
increase participation from people who aren't women but claim to be
one. It will not increase participation of women.
